藤沢市消防本部：救急車を私的利用、救急隊長を懲戒処分－－南消防署／神奈川

当直勤務中に救急車で帰宅し、その救急車で病気の次女を私的に運んだとして藤沢市消防本部は１９日、同市南消防署警備１課の男性救急隊長（５９）を停職４２日に、帰宅を認めた上司で同課の男性主幹（５６）を戒告の懲戒処分とした。隊長は１９日、依願退職した。（毎日新聞）

規則違反だったのかもしれない。公私混同と言われてもしかたがない。しかし、男性主幹は

主幹は救急出動に支障がないことを条件に、同じ隊の隊員２人を乗せて
救急車で帰宅することを認めた。

という判断をしている。

また、
隊長の妻が、隊長である夫に電話せずに119番をして、救急車を呼ぶべきだった。という見解もあるだろう。しかし　119番に電話するのと、隊長である夫に電話するのとでは、後者に多少の時間的アドバンテージ（それがどれほどの差があるのかも疑問だ。もし無視できない時間差があるのなら、そもそも119番の緊急要請処理が極端に遅いということで、それはそれで大問題である。）

実際には、この「私的利用中」に他の出動要請は無かった。　また「私的利用」といっても、意識を失うほどの女性急患の搬送である。ただ、家族であったということで「私的利用」になった。遊興に使った訳じゃない。

隊長は３月末で定年のため、残り４２日間の停職処分となったが、その根拠は懲戒免職に次いで重い停職6か月だった。

僕はちょっと考えてしまった....。悩んでしまった....。　大岡越前だったら、どんな判断をするだろう。消防署もメディアへの配慮があったのかもしれない。

この記事を書いた記者は、まっすぐな正義感（記者の正義感って何？って思うこともしばしばあるが）に燃えてこの記事を書いたのだろうか、それとも、僕を悩ませたように、「ちょっと考えてみて」というつもりで記事をかいたんだろうか...。　記事の行間からは、記者の狙いは僕には見えなかった。

Yahoo Newsに、分刻みで、毎日新聞の記事が掲載されている様子を見ていたら、ノルマに押されて書いている（あるいは書かされている）という様子も感じられなくはない。　この印象がどうしてもぬぐえなくなってきた。

「もっと他に記事にすべきことがあるんじゃないの？記者さん？」

英文ライティングとKISS

先日も、米国N.Y.に在住のSkype友達（前回は学生だったが、今回はnon-naitiveに英語を教授している大学の先生）に僕の英文記事を読んでもらい、いくつかの修正をしてもらった。Skypeでリアルタイムにやり取りをし、そしてその場で、僕がブログの記事を修正していく.。今や当たり前かもしれないが、地理的距離が関係無くなるインターネットのおもしろさを感じた。また持つべきものは友達だということも。

さて、添削してもらって改めて痛感したのは、ネイティブの書き方は意外にシンプルであるということ。そのシンプルな書き方が僕にはまだ簡単に出来ない。力不足を感じざるを得ない。　でも、悔やんでも仕方が無い。"Go forward one inch" の気持ちでで書き続けなければ。　

英語に精通している僕の日本の友人から薦められたJapan Times の記者である伊藤サム氏の英作文に関する本を3冊購入した。来週には仙台に届くはずだ。来週はこれらの本を読み込んでみたいと思う。読んだ感想は後日アップしたい。

伊藤サム氏が公開しているWebページ"伊藤サムの英語の世界”を見ていたら　英文記者が新米記者に対して、指導の意味をこめて使う言場にKISSというものがあるということを知った。KISSとは、あの往年のハードロックグループのKISSではない。

"Keep it Simple, Stupid!"

である。たぶんこれは、先輩記者が、後輩記者に向かって

「おい、シンプルにしろよ(書けよ）。このバカ！」

と愛情を込めて叱っている言葉なんだと推測する。実はこれが一番の英作文のキモらしい。ソフトウェアプログラミングの世界でも、同じ言葉が使われることもあるようだ。Wikipediaにもちゃんと解説がある。僕もC言語でプログラムを時々書くけれど、このコンセプトは間違っていないと思う。そして自信を失いがちな僕の場合は、KISSとは別に、TIPSも心に留めておきたい。

モバイル映画鑑賞

僕は時々、近県への出張や、神奈川の自宅に戻る際、新幹線を良く利用します。1-2時間は乗っていることが多いので、その間、本を読んだりすることも多かったのですが、最近は僕のPDA、hx4700のVGA画面のメリットを活かした、映画鑑賞をしています。特に英語の映画をキャプション(英語字幕）付で見るのです。hx4700はタッチパッドを装備しており、動画再生ソフトTCPMPとのコンビネーションは最高です。

聞き取れなかったところは、ちょんと指でタッチバッドをつつくことで、ちょっと前のシーンに戻ることが出来るため、繰り返して英語字幕を見ながら、音声を聞くことが出来ます。これで新幹線タイムが素敵な英語訓練タイムになります。

先週から、O.C.（カリフォルニアのOrange County)という青春映画？を見ています。字幕付で見て気づかせられることは、ネイティブはかなり簡単な単語とその組み合わせで会話を成立させているということです。この事実は、良く言われていることなんでしょうが、映画を英語字幕付で見ると、本当に痛感させられます。それから、これも当たり前かもしれませんが...　こんなことに気がつきました。それは

”読んで理解できない英語は、聞いても絶対にわからない。しかし聞いてもわからなかった英語が、読むとわかることはありえる。”

ということです。　目で読む場合は、わからなければ、何回も読み直しできますが、（文字は消えないですし、左から右へ一方通行で読んでいるようでも、意外と帰り読みをしていることは多いのではないでしょうか？）、聞く場合は、音声がどんどん消えていってしまうので、聞きなおしが出来ません。

ということは、

”英語の文章を左から右へ、帰り読みせずに、一度だけさっと読んで、意味を取る練習は、英語を聞き取る力のパワーアップに貢献出来る。”

ということが言えるのではないかと思うのです。つまり、英語が聞けない環境であっても、英語で書かれた本があれば、擬似的に英語の聞き取りの補助トレーニング的なものが出来るのではないかと思うのです。　皆さんどう思われますか？

Mobile Movie

I often go on business trips to nearby prefectures and go back to Kawasaki city to see my family by bullet train (Shinkansen). Usually it takes about 1-2 hours for the trip. Recently I 've enjoyed watching movies by my PDA(hx4700) during the trip.

I started watching the movie " O.C." with English subtitles from last week. By just picking the touch pad of hx4700, I can play back the scene where I can't understand what the characters say. It's very easy and convenient.
Watching a movie makes me realize that movie dialogues tend to use easier words and shorter sentences with simple grammar. I mean they use simpler words in spoken English. I have to learn a lot!.

I found another one from watching the movie with English subtitles. That is,

If I cannot understand English by reading, I cannot understand English by listening too. Even though I cannot understand English by listening I might be able to understand it by reading because my eyes repeat to see the sentence from the top to the end for several times when reading but my ears cannot repeat to listen the stream of English that goes away quickly.

From this, Can I conclude that understanding English by (oral) reading left to right only one time quickly can help me to improve English listening skill ?

英単語のスペル

Skype上で、N.Y.在住のアメリカ人の友人にお願いして、このブログの僕の英語のコンテンツのチェックをざっとしてもらったところ、あっさりと、沢山のスペルミスを発見してくれた。気を抜くとこのざまです。本当にやれやれである。恥ずかしいやら、もう赤面。　でもスペルミスで苦労されているNon-nativeの方々も多いと思います。

仕事で僕は英語の文書を書く時もあるけれど、それはもう、最初から最後まで、実際緊張します。まだ、気楽にって感じじゃない。文法はおかしくないか？　スペルは大丈夫かetc..etc..　アメリカの学校ではスペリングコンテストが行われているようだけど、むこうの中学生、高校生はどうやってスペリングを学ぶのかな。単に丸暗記というわけでもないのではないか？　僕は学生の頃から、何回も書いて丸暗記しているけど。

このブログで僕はなるべくコンテンツを英語で書こうと思っている。書けば書いただけ、上達すると信じて。　洗練された、あるいは、かっこいい英文ってどうやったらかけるのかな。中学、高校、大学と僕は英語を習ったけれど、洗練された英語の文書の書き方は良くわかりません。科学論文の書き方は、わかってきたけれど。誰か教えていただけませんか？

English spelling

On Skype, one of my friends from N.Y. helped me to check my contents in English in my blog.

He easily found so many my wrong spellings in English. What a bummer! I want to tell all people whose language is English that non-natives have to overcome this problem too. I heard that there are a lot of spelling contests in schools in the U.S. I 'm just wondering how do they learn correct spellings by heart. Yes. we Japanese can remember how to write Kanji characters easily though it is really hard for non-Japanese people. But sometimes Japanese have hard time to remember it because they are too dependent on the computer word processing system in these days. I mean the computer word processing let us forget stroke orders and how to write some parts of Kanji characters.

Thanks to Google blog system, I can count on the spelling checker here. But too much reliance on it is not a essential solution. My contents in English on this blog might have grammatical strange expressions in English due to lack of my skill.

Can anyone tell me how to solve this serious problem ?

The "Pokko" (A very small barbecue restaurant in Sendai city)

At a street corner of Nishiki-cho in Sendai city, there is a very small barbecue(Yakiniku) restaurant with a red Japanese paper lantern. At a glance, the restaurant looks like a small and old standing-style Japanese pub but this is the famous barbecue restaurant to people in the know , The "Pokko"! When the restaurant becomes crowded when only 5-6 seats are taken.
I stopped taking my cold medicine but I was feeling that my stamina had been running out since last Dec. So I decided to go to this tiny restaurant to gain stamina again for the first time in almost two months.
This restaurant was managed by an old woman with a strong personality. She has already known me very well because I 'm one of fans of this Yakiniku restaurant. I greeted her after a long time. She is also a chef of this restaurant. She started of by saying..

Her: " Long time no see! Why didn't you come here recently ?"
Me: " Yeah, I 've been struggling with my bad cough for long time."
Her: " In a case like that, you should eat much meat !"
Me: " Yes. I agree. so I decided to come here tonight !"

After some usual conversations with her like this, I ordered a half portion of bone-less beef short ribs and pork loins. The volume of the meat is really big though it's still a half portion. The bone-less beef short ribs cannot be counted like red leaves. They appear on a dish like meat stones.

On the other hand, the thickness of pork loin is about 3 mm and it's about the size of an adult palm. These meats are piled up gently on a white dish by the old woman's hand after putting strong garlic sauce on them.

She has known that I am living in Sendai being apart from my family. She gave me a large dish of boiled fresh green vegetable without my order by saying " You should eat fresh vegetable too!"

She also gave me a full glass of woo-long tea smoothly because I didn't want to have a beer at that time.

I ate them fighting with smokes and enjoying conversations with her. Of course there is no big fans or smoke shield to get smoked air off . There is only a small normal fan that can be seen in a conventional kitchen.

After my stomach was enough full, some other regular customers came in this restaurant. I stood up with my fulfilled body smelling garlic to give my seat them.

Me: "I ate a lot! Check please!"

Her: "Good boy. 1800 yen! Thank you .See ya!"

What a cheap price ! The Pokko will be one of my unforgettable place.

仙台の焼肉屋ぽっこ

仙台の錦町の一角に、数坪程度の小さな赤ちょうちんがある。一見すると、一杯ひっかける呑み屋のようにも見えるが、この店こそ、知る人ぞ知る、焼肉屋ぽっこである。5-6人も入ったら満席となってしまう店である。薬とは縁が切れたが、まだせき込むことがあり、体力的に消耗していたので、2か月振りに焼肉を食べに行った。キャラクターの強いおばさんが一人で経営しているのだが、ちなみに僕は顔を覚えられている。しばらくぶりの挨拶に　

おばさん開口一番「なんで最近来なかったのさ！」
僕「いやあ、年末から風邪こじらせちゃって」

おばさん「そんな時は、にぐ食わないと、にぐ！」（注：にぐ＝肉）
僕「そう。だから今日来たのさー」

という具合で、いつもの牛カルビと豚ロースを半人前ずつ頼む。半人前といっても、そのボリュームはものすごい。牛カルビは、一枚、二枚という感じではない。ごろごろとした肉塊として登場する。豚ロースも3ミリ厚の手のひら大だ。それがお皿の上にこぼれんばかりに手盛りされ、ニンニクが強烈に効いたタレがかけられて出てくる。

おばさんは、僕が単身赴任していることも知っている。オーダーはしていないのだが、「野菜のおひたしも食べなきゃだめ」と超ボリュームのおひたしが続いて登場する。　酒は止めておくというと、こぼれんばかりのウーロン茶がすっと出てくる。おばちゃんと談笑しながら、煙と格闘しながら、おひたしを食べ、焼肉を食べる。普通の焼肉屋にあるような煙を吸いだす装置など無い。普通の家の換気扇が回っているだけである。

すっかりお腹がいっぱいになると、常連さんが入店。席が空いていなかったので、店を出ることにした。体中がにんにく臭い。

僕「おばちゃん、ごちそうさま　お勘定！」

おばさん「はい！　1800円です！またね！」

この値段。全くすごい焼肉屋である。

My PDA

In this corner, I would like to write about stories of PDAs as some notes. First of all, let me introduce about my PDA.
My PDA is a hx4700 that was released from HP about 3 years ago. The OS has already been updated to Windows Mobile Classic (Kozhura version) I use this PDA for my schedule manager, motion picture watching and notes for my work and hobbies and map data browsing etc.
This hx4700 has a large VGA screen and this helps me to enjoy watching motion pictures comfortably in mobile situations.
I don't know if the Kozhura's WM6.0 is a "real" WM6.0 and there is no guarantee of proper operation. But this OS works very stably with my hx4700 compared to the previous OS such as WM2003 SE and WM5.0. Thanks to Kozhura's WM6.0, I 'm having strong impression that my hx4700 became really stable PDA finally.
I wanted HP to release WM6.0 upgrade kit for hx4700 users officially. I must not be the only one who thinks this way. If HP abandoned the hx4700 because of its end of sale, That is really sad thing to happen as the basic performance of hx4700 is still so high.

僕のPDA

このコーナーでは、PDAについて備忘録的なネタを中心に書いていこうと思います。まずは、僕のPDAを紹介します。

僕のPDAは、今から3年程前程にヒューレッドパッカード社から販売されたhx4700です。OSは、Windows Mobile 6.0 Classic（Kozhuraバージョン）にアップデート済みです。僕はこのPDAを、スケジュール管理、動画鑑賞、仕事や趣味に関する備忘録メモ、マップデータ閲覧に利用しています。

このhx4700はスクリーンサイズがVGAに対応しているため、他のPDAと比較しても大変画面が大きく、モバイル動画鑑賞には重宝しています。

KozhuraバージョンのWM6.0は、本当にWM6.0かどうかも不明だし、動作保証もありません。しかしこれまでのOS（WM2003 SE、WM5.0）と比較しても、今のところ極めて安定に動作しています。このOSのおかげで、ようやく安定感のあるPDAになった印象がとても強い。

HP社には正式にWM6.0のアップグレードキットを出してもらいたかったと思うのは僕だけではないでしょう。　hx4700の基本性能は高いだけに、販売終了したからといって、見捨ててしまうのはあんまりのような気がします。

Japanese people who seems to be the most far away from English language.

I am thinking what I should write about "Learning English" here in Japan. We, Japanese start to learn English at junior high school when we turn 13 years old. However, due to lack of learning English as a voice communication language for long time, Japanese are still struggling with using English properly even for daily communication with foreign people.
Here,I want to write about my concern regarding to "learning English in Japan" .
Let me introduce myself a bit. I am not a specialist of English language. I have been learning English as a communication language by myself since I got employed. Yes, I would like to improve my English skill more but I 'm still drifting in deep and dark forests without satisfaction of my English level in these days. Actually, I am very scared of my funny mistakes in my spoken and written English. But I hope this blog let me improve my English skill by writing and thinking in English.
I hope this article will be read by foreign people whose native language is English. I would like to let you know what I think about English language as a non-English native. I will be happy to have all of your comments.
